Our Story

Dotan Y. Melech has over 30 years of experience in assessing and evaluating risk, restructuring and reorganization, as well as bankruptcy and receiverships. With the seismic shift from equity financing to debt financing that began to take place in the industry, he saw an opportunity to provide a solution that could change the cannabis financial ecosystem for the better. Given his work on what was at the time the largest cannabis receivership case in North America, he has knowledge of the pitfalls cannabis businesses face in a challenging marketplace. It was this experience, and a pivotal series of events, that would lead to the development of CTrust in 2022.

Bob Hoban is one of the most important legal and regulatory minds in cannabis for almost two decades, with a resume that is unmatched in the industry. His leadership in the development of over 50 regulated markets across the globe has given him both valuable insight and extraordinary reach throughout the marketplace. His insight into cannabis finance and risk is one of the reasons he’s been asked to speak with dozens of media and trade publications and appear on panels from Las Vegas to Berlin, Toronto to Lima. If you were to ask anyone in cannabis law or boardrooms about Bob Hoban, you’re likely to get a positive response, and maybe even one or two good stories.

In the fall of 2021, an introduction between Dotan and Bob was made outside of an event in Las Vegas that would set in motion the very beginning of an idea that would become CTrust. Months later, they would convene in Denver in the basement of the Clark Hill law offices with a few legal pads, some coffee, and a wall of whiteboards. It was agreed that this idea could become a business solution, and the work began immediately to set that course in motion. In September of 2022, the company was formed, and CTrust was born.

Robert Hoban is a corporate and M&A attorney at the center of the global commercial cannabis industry. As the leader of Clark Hill’s Cannabis Industry Group, he oversaw over $1B in cannabis M&A transactions. Bob is recognized as a pioneering “cannabis attorney” and is highly influential in the industry, regularly assembling large-scale transactions and advising Fortune 1000 clients. He founded Gateway Proven Strategies and served on various boards, including Glass House Brands. Bob frequently lectures and has been featured in major media outlets like Forbes and CNN.

Mr. Melech has extensive experience in receivership, bankruptcy, restructuring, turnaround, and liquidation and is regarded as a subject matter expert and thought leader on distressed assets and risk management. Prior to founding CTrust, he led United AMS, an asset management service company and has acted as a Federal Bankruptcy Trustee on thousands of cases. He is an innovation award winner for The Washington Business Journal, a contributor to Forbes, Benzinga, mg Magazine, and other notable publications. Mr. Melech is a veteran and holds a BS in Engineering from the University of Nevada Las Vegas and an Executive MBA from the University of Pittsburgh. He is an avid tennis player and an active member of USTA. Dotan and his wife Tracy have four kids and live in Dallas, Texas.

Mitch Harhay has over two decades of experience in digital technology and entrepreneurship. He is responsible for all data processes and data security, and is our lead on product development. Mitch co-owned an internet service provider and launched Aspireworks, an internet consulting company, while studying Management Information Systems at UNLV. He lives in Las Vegas with his family, enjoys watching his daughters play sports, and is an avid pickleball player.

Scot Rutledge has over 20 years of experience in public affairs, marketing, government and regulatory affairs, and advocacy. Prior to joining CTrust, Scot was a Partner at Argentum Partners, a full-service communications firm in Nevada, where he provided government affairs and strategic communications services to dozens of cannabis companies. In addition to his business clients, Scot managed the 2016 campaign to Regulate Marijuana like Alcohol in Nevada and co-founded a Las Vegas based cannabis hospitality company, RESET. When not working, Scot enjoys spending time serving as Board Chair for HopeLink of Southern Nevada, cooking and dining with friends, and trail-running and hiking with his dog Henry.

Ted is responsible for overall corporate and financial strategy of the company. Prior to joining CTrust, Ted was COO of Cinder Cannabis, a small vertically integrated multi-state operator with operations in Washington and New Mexico. Before entering the cannabis industry, Ted was the founder and CEO of SWBC Lending Solutions, a fin-tech SAAS based settlement services platform that served over 300 community banks and credit unions that originated $2B annually of home equity loans from the SWBC Lending Solutions platform. Ted is a graduate of Montana State University earning a BS in Business Administrations with minor in powder skiing. In his free time, Ted enjoys skiing, golf, hiking and cooking from his home base in the PNW.

Chip Schweiger is a 30-year veteran of accounting and finance with leadership roles in Big Four, global, and large local firms. He’s the founder of his own cannabis-focused accounting firm and is both a Certified Public Accountant and a Chartered Global Management Accountant. He’s an award-winning author, blogger and speaker on accounting standards, business growth methodology, and cannabis industry issues. His articles have been featured in The Journal of Accountancy, The CPA Journal, Denver Business Journal, Houston Business Journal and at Medium.com. A fan of the American West, Chip enjoys ranching, farming, cowboy history, and horseback riding.

Fabian Bong is a graduate student at Dalhousie University, Halifax, Canada with a B.Sc. in Computer Science and Chemistry who is currently pursuing an M.Sc. in Bioinformatics. His research focuses on improving methods for exploratory data analysis and estimating variance functions. At CTrust, Fabian is at the forefront of algorithm development and data engineering while supporting our CTO in a variety of technology related tasks. Fabian loves to rock climb and his goal is to climb the south-west face of half dome within the next 5 years.
